This is dyed Ramie fiber top. It is a plant (bast) fiber from the Chinese Nettle plant....also known as Chinese Silk Plant. You can see why it's called Chinese Silk from the luster! It has a shiny appearance and feels silk-like, but with a little thicker fibers. As you can see in the pictures, it has a 4-5" staple length.
It is one of the most common fibers in Japanese textiles, and makes a very strong fabric that is rot resistent.
For handspinning, ramie is similar to flax in that it can be either wet or dry spun. Wet spun fiber yields a softer yarn with a higher sheen. Dry spun fiber will produce a "hairier," low luster yarn.
